Hornady 75gr TAP

There are 3 different variations to this theme: Personal Defense (black nickle), .223 and 556 both in brass. Does anyone know the practical differences? I have also heard that the Personal Defense version is unsealed and should be rotated more frequently than the other two. Flash retardant the same?

Also noticed the red box .223 Tap is about 100fps slower than the black box. Would of thought it would be the reverse.
