What exactly are you wanting to know? Glock isnt running anything that I know of
I heard they used to have one. I just wanted to know if that still existed.
The only Glock trade in program I have ever heard of was when a police dept switched from another pistol to Glock, Glock would trade them new Glocks for their old pistols.
It was never for non law enforcement purposes, and not for a one gun trade.

Glock did resell them as refurbished to the public. That was a long time ago. GH
OP- It would be helpful to know what you're trying to accomplish. There have been "trade in programs" of various definitions and purposes over the years.
If you are LE, contact the designated Glock stocking LE dealer(s) for your state/region. They may have trade-in or upgrade opportunities. Similarly, your agency can also reach out to your LE rep direct.
If you are not LE or able to use those public safety/homeland security purchasing programs, contact a reliable dealer local to you to trade into produce you need.
Maybe he is referring to the Gen 2 to Gen 3 upgrade?

This is what I'm referring to. What are the details of this?

OP- Best results will come from following through with the advice I posted previously. Go to the source. There is no single "trade in program" for that which you seek. I think I know what you're talking about, but if you're not going to narrow the scope of your inquiry or be clearer about what you're trying to do I'm not going to post a lengthy guess.

I have one of the Gen2 G17. It has a date of 1998 and labeled as refurbished on the Tupperware. So that might help with the timeframe, but not sure on the program.

I thought it was clear, I want to trade in my gen 2 for a cheap priced gen 3. I'll look to Glock USA for the answer. Thanks folks.
If you have a Gen 2 and it needs the updated parts, you can send it in to Glock and have the frame replaced with a Gen 3 frame when they update it. I know someone who had a Gen2 G17 that was just sent in and he paid $100 for the newer Gen3 frame.

Did they use the same serial number on the frame?

No, you get a new frame with different serial number and they destroy your old one. Depending on your local laws, the manufacturer can send you a replacement firearm directly. Some states you need it sent to a FFL for background check again.

Only downside of that is that now the serial on the barrel and frame won't be matching.
OP- Have you followed through with the references you were provided, and if so, what information did you learn?

Just call Glock. That's what I did to find out about the updating of parts.
