I am an m4 newb and just bought a rock river A3. Are there any problems with replacing the factory 16" barrel with a Bushmaster 11.5"? Also, I got an EOtech red dot and removed the handle for installment. Are there any flip down iron sites I could add, just in case the red dot fails?

I installed a set of Yankee Hill front and rear flip sights on my RRa m-3 and a Arms mount with a half spacer and Burris Tactical speed dot. If the optics fail just flip em up and they are right in the middle of the sight ready to go. Just a idea of what works for me. Let me know if this helps.

Very nice group with the Hornady 75 gr. Never shot any in my RRa I will get some soon and run it through mine. I'll let you know how it works out. The best group I ever had was with the 60 gr. tap, about 1 half M.O.A.

Other than doing some paperwork with the BATFE for an SBR, engraving your lower, and waiting for approval? Nope.

Good point.
To OP: were you aware that putting an 11.5" barrel on your gun will bring it under the same laws that cover machineguns and "silencers" (supressors) ??
Before you place your order for that barrel, you will need to pay $200 to the BATFE for a tax stamp, along with fulfilling other requirements, which may include creating a revokable trust or submitting your fingerprints & photo to the FBI and gettting permission from your local police chief/sheriff/CLEO.
This site is a friendly, professional gathering place. It is critical that everyone obey all Federal and state firearms laws.
Please ask Q. if you have them.

TY 44934You do not need to pay the $200 fee and jump through the hoops before you buy the barrel. You DO need to do it though before you mount the upper that barrel is in on a lower.

thanks for the info guys. i'm a police officer and this is going to be my duty rifle and I am going through my dept., so I don't forsee any ATF interference. I wanted the shorter barrel for greater ease in clearing houses, buildings, and being able to keep it up front in an impossibly small Impala.

In your first post you say YOU bought the weapon.
If the rifle is yours (personally owned), you need to go thru the NFA circus to be legal.
Granted, you're unlikely to get anyone who would know or care.... but... technically.. just because it's for duty use, it's not exempt from the NFA rules.

As stated, if this rifle belongs to you (i.e. you filled out the 4473 when purchased) then you DO need the ATF "interference".

Does the lower belong to the PD? Meaning did they buy it and issue it to you?
As far as barrel choices go, the BM would not be my first choice. I would take a look at the LMT 10.5's.

It doesn't matter who bought the rifle. This is irrelevant
If the department bought the rifle, it cannot be switched to a 11.5" barrel without a Form 1.

But it would still be the department's issue to deal with, not his.

Correct.
I was just making it clear for the OP that the department can't switch uppers just because they are an LE agency.

The process for getting approval for the SBR may take a while.
You can get to the forms you need here: http://test.titleii.com/
Attach two pasport type photos.
You'll need your CLEO to sign-off first then send to BATF with $200 (unless exempt).
A guy I know got his back in three months. From what I understand that is a pretty fast turnaround time given what I'ver heard from others.

Three months? Most people these days are getting them back in 1 month.:D

That's great! Good to know, as I'll be sending in a form1 in short order. That was a couple of years ago when it took several months. I guess I should have qualified my statement.

Not sure what state you are in. You also need to verify that your state does not prohibit SBRs.
