Only nuclear powers are capable of a real EMP strike. It would need to be a nuclear weapon detonated in the upper atmosphere. We would retaliate and it would escalate into full nuclear war within minutes. Billions of people would die, oh yeah, you car wouldn't start and your cell phone would stop working.

So I don't have any solid references, but in reading here and there it seems like it will not be a 100% shutdown. There are a lot of factors and some things would be unaffected. The Faraday cage is the safest bet and vehicles in steel barns would have a higher degree of protection.
So the short answer is: maybe.
This, and the two follow-on books is a good read. Fiction but food for thought.

"They" really don't know what it would do and to what extent. Some theorize that metal body panels on some vehicles may act somewhat like a faraday cage. Sadly, there's only one way to find out.
