Not really if you think about it. Most FFL’s charge what $50-$100 for a Form 4 transfer through them? Safe space is expensive and a whole gun sitting there for almost a year is not ideal. If the OP already has an SBR lower then it’s also not a legal concern.
I would be concerned as an FFL that the gun owner may one day dispute (not against the OP but just years of dealing with the general public) that I didn’t give them the upper or the buyer may not really have an SBR/pistol, etc.
However, my FFL/SOT said I could take everything but the lower and encouraged me to. I declined because it was my first SBR and I just didn’t feel comfortable with that idea.

It’s quite simple really, it’s only two pins that holds the upper and lower receiver together. The upper isn’t even considered a firearm. So basically, they could do this by pushing out the two push pins that hold the upper and lower together and giving him the upper (which isn’t considered a firearm) and holding the lower (the actual firearm) until his form clears.Quote:
