That's a tough one with those conditions. You can get close. Plenty out there in the just under .30/round.

I've not ever tried "factory seconds", but these technically meet your criteria...

Lake City Brass, 55 gr, New, "Factory Seconds" for under .25/round shipped

Other option is a time machine . Go back a couple weeks and snag some of the Federal rebate stuff. Oddly enough, the last order I got in before the deadline showed up today from PSA. I think it came out to .23/round.
