That is a very nice looking AR Pistol.
Its an LWRC M6 PSD Pistol I believe. My local Gunshop has a couple for sale. The only thing I'd change is the buffer tube (I'd put on a longer one to allow for a better cheek weld).
And as for putting stuff on the bottom rails... I believe the only thing expressly prohibited is a Vertical Forward Grip (VFG). Handstops and angled grips (Magpul AFG) are okay.
