is it safe to shoot XM193 out of a .223 marked 551-2 SP Swat? Didn't know if that was done for export purpose or because it really should use .223

Negative. The 55x construction is spot welded and furnace brazed. I’m sure you could skip the furnace brazing. The Sig Sauer USA 556 lacked brazing, though I would not rake my cues from them on how to build a quality 55x rifle.
I would love to have some receiver blanks/flats and bolt rails. I have a bunch of trunions and barrels.
