Here's my speculation: this rifle is designed to sell in big volumes through "big box" stores. Corporate buyers at Walmart, Dicks, and the others have surely demanded a sub-$1,000 Colt and this may well be it.
This gets Colt some play in (by far) the biggest segment of the AR market (sub-$1000) and launching a new low-priced SKU protects the traditional Colt dealers who are complaining about Colt offering the 6920 through Walmart. Looks like this will be differentiated enough to be non-chart compliant, protecting the 6920's sales, while appealing heavily to the competition market and dirt-clod shooter.
