We have had this in NY for ever it pays for everything outdoor related the state does! I don't think it was considered when they enacted out new laws.

I am not really worried about this. This is proabally the simplest thing to get knocked-down in the courts. You can't tax a Civil Right and the 2nd post-Heller is assuredly a Civil Right in the eyes of the courts. There is tons of legal precident to attack this with.
Problem is, it may take Pittman-Robertson down with it and that will devistate most wildlife conservation programs. The only reason PR stands IMO, is it predates Heller and has not been challenged because of its benign nature.
My brother saw Deliverance and bought a Bow. I saw Deliverance and bought an AR-15.
I HATE taxes, but PR is the one that actually seems to work because it's monies go right where they are supposed to. I don't see a gun tax to be any different than a poll tax. It should get struck down, but who knows these days.

Don't most states have a conservation tax on all sporting goods? I know they do here for licences and isn't the tax stamp on ammo part of it too?

Pittman Robertson tax is unconstitutional.
It is tax on firearms. It is not a tax on hunting.
A hunting license is a tax on hunting. The PR tax should be done away with and federal duck stamps should be increased to make up the money.
If we can charge an excise tax on firearms, why can't we have a poll tax to keep all the freeloaders away from the voting booth?
Having a firearm is a constitutional right but its taxed in several ways.
Voting is not a constitutional right, but we can't charge a poll tax.
Also, the PR act is where the whole "the only legitimate use of a firearm is for hunting" bullshit started.

Start a small side business by requesting an EIN (free) and register to collect sales tax (cost $5 in my state).
Have the business be very sideline like "hunting guide" or some kind of consultant loosely connected to outdoors stuff.
You will have to file quarterly, even if you have done ZERO actual business but with your sales tax certificate you will be tax exempt on purchases related to your business...including ammo.
Or start a church. I'm considering a hybrid Scientology / Taoism faith.
