Just got an email from Geissele, the new mk13 will be out in a few days, they will continue to produce the mk4 and mk8, however all new production rails will have the smaller, top mounted anti rotation tabs instead of the set screws

Is the new rail design stronger? What's the reasoning for the change?

Probably a cost savings measure. Their research may show that the tabs work just as well and can be machined in less time. That's my guess anyway.

The bottom tabs were not fitting on some billet upper receivers.

I had to trim my tabs to fit the Noveske VLTOR upper. Wasn't fun, but worth it.
