when did Ruger switch to the satin stainless? did they ever make any in stainless steel?

I know the current models all seem to have a dull grey look to them

They are all stainless steel. The composition of the metal isn't any different from one to another, but how it is left finished is. Do you mean how the stainless steel is left finished... satin, brushed, polished?

High gloss or polished versions have been made, but the standard is to bead blast them to a dull satin finish. Sometimes distributor exclusives will come around and they will offer something different other than satin as well.
