I thought that everyone that filed a comment was supose to get a response before ATF would proceed with 41p. Thats what I was lead to believe anyway.....

The response to the comments is looking like "F*** you, here's the new rule anyway. Sucks to be you" by them enacting the rule. Again, IF they do it.

Seek an attorney. The route you speak of will cost you $1,000 in tax stamps. I had a similar issue and spent $450~ or so on a lawyer but I avoided the wait and $550 more in stamps.
