I did a search but didn't find this in the first several pages of results. Is it safe to dry fire a complete rifle without a snap cap?

Common sense is only right wing if you are too far to the left.
A pistol without a round chambered is an intricate paperweight.

What kind of rifle? An AR? Perfectly safe.

Yes, sorry, a BCM complete AR rifle.

Yes, dry fire 'till your trigger finger bleeds...
The AR won't be bothered.
You can also manually cycle the action/charging handle all you want.

It's not a problem at all. A long time ago, the Marine Corps had recruits do it for a solid week in boot camp. I don't know if that is still the practice.
Just follow the normal safety rules - triple check that the weapon is unloaded, and there is no live ammo anywhere near you. The Box O' Truth is best done at the range, not in your living room.
Another thing you can do with an AR is lock the bolt to the rear. This lets you work the trigger through its full travel as well as the safety. You dont get the trigger break but it works well for practicing multiple round strings of fire, tranisitions, etc. You can do the same thing with a glock or mp by putting a piece of notecard against the breechface to keep it slightly out of battery.
Still a lot of "snapping in" during grass week.
What is grass week and how did it get it's name?

You spent a week dry-firing in the four shooting positions: Standing, kneeling, sitting and prone. This is typically done in a grassy area aiming at targets painted on a big barrel, hence the "grass week".
Later on in the Fleet Marine Force you learn the other shooting positions: Running, screaming, cursing, etc....
