    Washington, D.C. – Congressman Eliot Engel (NY-16)will introduce legislation tomorrow to ensure only military and law enforcement are permitted to use armor piercing bullets.

    “Armor piercing rounds like green tips should only be in the hands of military personnel or police officers, period. There is absolutely no compelling argument to be made for anyone else to have access to them,” Congressman Engel said. "But the out of touch gun industry lobby is fighting tooth and nail to keep cop-killing ammunition on the streets. We need to speak up on behalf of our police officers and say ‘stop the madness.’”

    HR 1365 is basically the amendment originally proposed in the article on bearingarms.com published immediately after the story broke. It would pemanently exempt m855/ss109 and any ammunition "designed intended and market for use in a rifle." I'm all for this as a short term fix. When BO leaves office we remove the ATFs power to regulate via sporter clause, Hughes amendment etc. I have no doubt it can happen. Don't be distracted by the idiotic bills coming from the statists. They are swimming against the flood currents at this point.

    If you assume an adoption year of 1982 for M855, which is when the round would have been widely available, up to 2013 there were a total of 5,326 officers killed in the line of duty, across ALL causes. Shootings, stabbings, car accidents and even terrorism (caught me off guard seeing the big spike in 2001 till I thought for half a second). Considering we know that the vast majority of the shootings in that number were handguns, I would expect very little to be from M855. In fact I'd be terribly shocked if there was even one instance where M855 was the round used.

    More analysis...

    From 2004-2013, the number killed in the line of duty was 1503. A little over a third (549) were shootings. Extrapolate that percentage out to the full lifespan of M855, and you get 1945 deaths by shooting. Again, most police are shot with handguns so the total possible deaths starts getting into really small numbers. I'd be willing to bet at this point that bicycles and horses are more of a threat to LEOs than M855...
