Last month I cut up some 3a soft armor. It was a huge pain with trauma shears. The best thing I tried was sawing with the belly of a sharp blade against a cutting board. I was very surprised at how laborious it was, since they have to be cut during manufacturing. Still, I thought an arrow would go through it like blue jeans.
