Quick Question on Stripped Lower turning into pistol build

    Hey everyone,

I would appreciate some advice. I apologize in advance if this topic has been beaten to death. I understand the ATF's position on once a rifle, always a rifle. However, I have a stripped AXTS lower that I would consider putting a shockwave blade on for a build. I just want to make sure that a stripped lower can be built into anything, as long as a stock has never been on the lower (which it hasn't). However, I'm not sure if it needed to be transferred a certain way. I do not have the original transfer paperwork to see if it was "other" or labeled a rifle, etc (not sure if this even matters). I know I did not fill out both forms that you must when transferring a pistol, I only filled out one form like I would if I bought a rifle.

Background info: came directly from AXTS to my FFL, not from another person

Any help would be appreciated. Again, I am sorry if this has already been covered.

I may be wrong but I believe a stripped lower can be built into either a pistol or a rifle as far as ATF is concerned. Some state laws may vary....
~Rightful liberty is unobstructed action according to our will within limits drawn around us by the equal rights of others. I do not add 'within the limits of the law' because law is often but the tyrant's will, and always so when it violates the rights of the individual.

When I bought my stripped lower, I was asked pistol or rifle, I told them pistol, that's what he wrote in the box.

The ATF modified the 4473 awhile back and put a checkbox for "Other" in Box 18 on the 4473. A stripped receiver that hasn't ever been built into another type of firearm would be "Other" in this case. See here for a copy: https://www.atf.gov/file/61446/download

Any FFL who pays attention should know this already.
