Proper Adhesive for Set Screw (Gas block)

If the gas block is pinned, you don't need the screws at all. Just take them out.

Spring pin, not taper, so I want the set screw to pull the block tightly against the gas port is my logic.

Will good and tight and red loctite work?

Yes. I'd even play for all the marbles with that setup. That said, I take pride in precision, proper procedure, and correctness. It has cost me nothing but time contemplating and posting about something I find satisfaction in to derive the best method for the task at hand, in my opinion.
