If it was ever configured as a rifle, it cannot be converted to a pistol.

Actually, if you strip the Rifle Lower and sell it to someone else as a Stripped Lower Receiver & go through an FFL for the Transfer, then the 4473 will say "Other" & that new buyer can now build that Stripped Lower into a Pistol or a Rifle as they wish. I'm pretty sure that this is Kosher, but I'm not 100% positive (my FFL is the one who said that this is GTG & legal). Others that are FFL's, or ATF might want to chime in.
