Is this necessary if the rail has a recoil lug?

It's a good idea. It has little to do with bracing the base through recoil, and more to do with maximizing the surface area and consistency of the contact and pressures applied to it by the receiver.

On my 700 ACC I just used a Warne 2 pcs base and Low Warne QR rings with a Leupold 3.5x10 scope.
I did order a HS Prec stock PST 086......that factory stock has to goooooo. I got mine Friday also.

I was looking at one of these AAC-SD's at a local store. They also had a Howa 1500 with the 20 inch heavy threaded barrel. Both had (I think) the Hogue stocks. Not to digress too far, but how does the Howa compare overall with the Remington? Howa seems to have a pretty good reputation but it's not exactly a household word.

Suggest go with Remington you have so many aftermarket items for the Rem 700

That was my thoughts when I bought mine. If you are going to try something different, seems like there is more support now for Tikka rifles than before (unless I am imagining things).

I took some bad interweb advice and bought a standard base when I got my .308 rem 700. The 20 MOA is not only necessary, it puts the scope closer to mechanical zero... which means you won't run out of "come up" when you get to 1000 yards and beyond.
