There is likely a lot less push back and legal ramifications for allowing some arson, looting and assaults to take place rather than going in to the crowd in a phalanx like formation and start taking some hard arrests.
I would like to see some intel gathered and when the same likely conspirators show up again they get snatched out of their hotel rooms and base the arrest on gathered information and planning.
Again, cut the money train and this stuff will stop. More than a few of these people have been proven to go from place to place or to be University employee's. Use the incriminating evidence and RICO the lot of them and cut the funding for the offending institutions.

One group that is actually good at this is the Church of Scientology. Back when Anon members were protesting outside their properties the church actually hired PIs to essentially follow the protesters home from the actual protest to find out where they live, who they are, who their families are, and where they work. Afterwards Scientology started smear campaigns against them.

Note, not advocating support for either the cult of Scientology or the hacktivist group Anon simply stating different tactics used against and by protesters.

I think if you look at the causes of World War One you might get a better idea of how this could happen.
