I don't think you understand how things work in Germany or the fact that HK is basically state run and subject to a buttload of export laws. Then there is the whole 89 import ban and "sporter clause" from the 1968 GCA that have more to do with the problem than anything.

HK just put $30 million into their Columbus, GA facility for manufacturing. They could easily import German made parts and finish them here (I.e. import CHF barrel blanks and finish here) and have US made parts as needed. Nobody dumps that kind of coin for nothing.
