Who makes the lower end revolvers and which ones are worth having? I know there is Taurus and Rossi. Someone from the Philippines makes one as I recall.

Rock Island is the one from the Philippines that you mentioned, and it's junk.
North American is another one. They seem to focus on pocket revolvers chambered in 22wmr.

Not really sure what you're looking for... for example, Ruger and Colt make some fantastic revolvers. On the used market you can get either for cheap. Even new, some of them are roughly the price of a Glock or less, depending on where you look. My Ruger SP101 is the cheapest basic gun I own, and it's built like a tank.
Why are you looking low end?

What are you considering low end? Price wise?
If you're mil/leo S&W 642s can be had for awesome prices from places like Atlantic and GT.
You can't. As been explained by Co-gnARR below. Python has been out of production since the 80s, if not earlier. They are ALL now highly collectable. Think of them as a 57 Chevy. You can't get one of those cheap and they are not made anymore.

If you want a inexpensive revolver of good quality look at the S&W model 10. Good guns, millions made from 1899 to today. Used by just about every police department around the world and conceal carrier prior to semi autos becoming popular. They are the F150 of revolvers.
S&W model 442 and 642 are good basic snub nose 38spl. Cost about $350

Sorry, but even though NAA revolvers have a limited usefulness, they are not low end. They are actually quite well built.
Since there is a lot of talk about S&W, I'll move to say that the current production is on the wrong side of the low end boundary. The last one I purchased was in 2009 (642-1 no lock, which I have a 9mm conversion cylinder for), but the build quality has gone down hill. They don't do traditional barrels anymore, but make sleeved ones look traditional. I can deal with MIM parts, since companies can do them right, but when you are cheaping out on a barrel, I'm not fond of that. Especially when the company has such a history of well made revolvers, their current production shouldn't even have the S&W name on them.
Ruger actually is doing quite well for revolvers (with the exception of shotguns, they are doing good across the board). If I had to buy a new revolver, it probably would be a Ruger... if it was to replace my J-frame, LCR. If they actually built an LCRx in 9mm, I'd likely would have picked that up over the conversion cylinder for my 642.
