    748 is one of my favorite powders. 25 grains will cycle no problem

    It surely will. I think 26.5 grains was my very first load work up. Got me to a load hotter than .223, but milder than 5.56. This was a good thing because 748 is notoriously temp sensitive.

    Yes. I've tried that scenario in a 20" BCM M16 upper with no problems. Good powder and usually cheaply acquired. Just try to do load development under the maximum, or in hotter weather for a worst case as it's a pretty typical ball powder in terms of temp sensitivity.
