The Mayor of Austin Texas wants the downtown hotels to volunteer to pay a tax to move the homeless population away from their businesses.
I'm thinking that Austin very likely has numerous laws concerning Vagrants and all it would take is some Police work and Political will to make Austin a unpleasant place to be Hobo.
Instead, let's house them and feed them and shuffle things around and we can then give them more sweet benefits.
After all that won't attract more Vagrants will it?

As it is now the entertainment district smells like an open sewer, has no little amount of violence and you are likely to step over some used needles if you park downtown.
