I read that and several threads on other various forums. Since a stripped lower is not considered a handgun or rifle, it seems it's a gray area.
For what it's worth, I have sent two stripped lower receivers to FFL's in the past. I shipped them via flat rate USPS.
I just made sure that it was signature on delivery, and added a little bit of extra insurance.
I also had stripped lowers sent to my FFL the same way.
I never had any issues.
ETA: I shipped as an individual, and the lowers that were sent to my FFL were also from an individual.

It is my understanding and experience that you may do so. Unless the stripped lower in question in marked or already registered by serial number as a handgun.

Make sure your FFL takes USPS. Mine does not. Shipping address is different than mailing address.
Also make sure the FFL you ship to accepts firearms shipped from individuals. The shop where I work only accepts firearms shipped from other FFLs.
