    If that lower is shipped as a "multi" caliber (not even sure if this matters).. and transferred as an "other" on the form 4473, the ATF could care less if it's assembled as a pistol one week and a rifle the next.

    Point being, buy a lower, not a rifle or a pistol from a manufacturer, and you are good to go.

    With the following caveat:

    If buying a stripped lower (which never has been assembled since manufacture), and transferred as other on 4473 and pistol on state form (if applicable), build pistol, and then build rifle.

    If buying a complete lower (with stock), but without an upper assembly, and transferred as other on 4473 and pistol on state form (if applicable), obtain from manufacturer certification the lower was never in a rifle configuration (some manufacturers test fire complete lower groups), build pistol, and then build rifle.

    Irrelevant except for overthinkers. A lower assembled with a stock is still marked as other on the 4473.

    When a lower with a stock is purchased, it is listed as "OTHER" on the Form 4473. The buyer MUST be 21 and must be a resident of the state the lower is purchased in. Same is true for all AR lowers. Same is true for ALL receivers that are the firearm. No other hoops need to jumped through unless local ordinances state otherwise.

    A pistol can be configured as a rifle, then reconfigured as a pistol. But a firearm originally made into a rifle cannot be configured as a pistol without the proper paperwork.
