Personally, I'd go colt 6933 with a Socom 556mini.
Can you replace handguards? I'd also throw centurion rail on there, but not sure what their modicication policy is.
I'd get a 12.5" barrel if possible but sounds like it's not.
What other rifle options are allowed?

I'm not LE a dont know space requirements or modifications or anything alike. For me as a civilian in my experiences with suppressed SBRs I would..
A. Get a Centurion 12.5 upper? Or complete rifle. Run a Socom Mini. Run an A5 if possible with A5H3 and Colt rifle spring gas port is .065
B. Factory Mk18 upper? Or rifle. Run a Socom RC. The MD will clear the RIS fine. Or run a M42k and ignore the noise some talk about it. For 465 right now with MD. You can't beat it. Run buffer system above. Gas port is .070
C. Because you talked about price this is C. Factory KAC 11.5 upper? Or rifle and run a KAC QDC CQB or SOCOM Mini. Run buffer system above. Gas port is close to above (b) option
Can you or must you run the factory carbine buffer system? If a suppressed only gun could you run a green spring in the A5? Could you run a blue spring in the carbine system if you wanted to?
Where are you located in Colorado? I'll meet you with a few guns and a handful of cans to try out.

I'd get the DD offering if you're not allowed to swap out handguard/grips/etc. Personally, I prefer a slightly longer handguard than 7.0" as well as free float for a duty rifle. Also, SilencerCo has an excellent LE discount program if the budget gets too tight ( not sure if this is an option, just thought I'd mention).
My agency does not generally allow suppressors but I've shot my personal 11.5" suppressed carbines in LE competitions (bailing out of vehicles, etc) and they have performed very well.

The only personal gun I am willing to put up is a pistol.
I've shared Colt SMGs, MP5s, M16s, ARs, a freaking Remington 700 w/ data book, and untold shotguns.
No problems.
Just make sure batteries are working and do a spot inspection before going 10-8. Log any mechanical deficiencies. They will skin whomever failed to maintain's arse. Seen it, done it.
Your money and all but I'd just use what's issued. They seem to have a frankly weird and unorthodox policy and agencies like that won't traditionally back you if you needed to actually burn some hood down.

Again, totally not a bad idea. Unfortunately, I really like having a the FSB on the 6933.
I won't get too far down this rabbit hole, but I spent 3 years researching agencies that I wanted to be a part of, and I chose this one because they do in fact back their guys, especially in shootings.

So I think I've narrowed it down to the 6933 for sure.
I cant decide between the SF Socom and Mini. The Mini seems like it is louder, but only a little bit shorter. Doesn't seem to be worth the trade off.....
You do know that folding sight on a 6945 is fixed and not an add on correct? If so and you simply want a traditional FSB then the 6933 is the way to go. Just wanted to help you with the informed decision part.
Also on a 6933 a SF mini isn't going to be terribly effective and it will function more like the flash hider / suppressor combo on the old XM177 series rifles than a true suppressor. With suppressors greater volume means better suppression but also means greater length / diameter and weight. An SF mini is going to be better than nothing but it's not going to buy you a lot.
Before you spend the money, I'd try and find a way to demo the suppressor first and see if you can find somebody who owns one that you can range test.
