At some point in the Brownells sale extravaganza, someone over on ARFCOM contacted Colt and Brownells and confirmed (I believe with their lower’s serial number through Colt) that they were complete lowers that left Colt in that configuration and were never built up as rifles. That was why everyone over there was scrambling to get them toward the end because they were the only known batch of Colt lowers that could be built into pistols. The story was that, for whatever reason, Colt sold a large batch of complete lowers to Brownells, but that after those sold out, there wouldn’t be any more because Colt made the announcement that they weren’t going to be selling parts anymore. Supposedly their lawyers were concerned about people building Colt parts up into complete rifles that could make Colt liable for any “misuse” of those rifles. Anyway, I’m not sure about that last part, but it’s apparently possible to verify that these lowers were never built up as complete rifles by contacting Colt with your serial number.

I looked at two of my boxes, with the serial numbers on them, and they both said spares. That's proof enough for me that if was never a rifle.

A firearm has to have both a shoulder stock and a rifled barrel to meet the legal definition of a rifle. If a lower has only had a shoulder stock attached to it, and never had a barreled upper attached, then it has never met the definition for a rifle. If it's never been a rifle (just a "firearm"), then you can turn it into a pistol.

I know there are some people who mistake my comments, but the bottom line comes out to two factors. First, there is nothing in the 2A that permits, allows, or condones anything about stock vs pistols or anything else even close to it. The amendment is clear and concise, and the bastardized rulings are tragic which suggest anything otherwise. The second part of that bottom line is that there are those who will enforce local, state and federal laws regardless. There are two sides to the 2A coin, and they are diametrically opposed to each other.

Board policy mandates I state that I shoot for BCM. I have also done work for 200 or so manufacturers within the firearm community. I am prior service, a full time LEO, firearm instructor, armorer, TL, martial arts instructor, and all around good guy.

Putting 2A politics aside, the sad fact is there are people out there like the dolt on your IG that will expose themselves to potential enforcement action through pure ignorance. I guess the flip side are the numbnuts who send letters to the ATF requesting clarification on clarified issues. It takes all sorts to make the world go round.
