Generally, no. 'Weatherproof' is equivalent to 'water-resistant'. The link below explains the difference:

Here's my write up on the windliner from 2011: http://www.militarymorons.com/gear/crye1.html#wind
Sounds like a terrible compromise. The face fabric will wet out rather quickly and compromise the breathability of the gore underneath. Sure it will keep the outside wetness from getting in but you will quickly get soaked underneath by your own sweat. The GORE-TEX® inner layer will keep you dry and protected during rough conditions, while the polyester face fabric will let you move silently through the terrain.
I don't expect any kind of breathability. Waterproof, quiet, breathable - pick any two. Having all 3 in one garment is, at this point, science fiction.
On another note it turns out that the Goretex line I linked is not made in Turkey after all, but China like everything else. A disappointment.
Check out Beyond. They have USA-made, Berry compliant clothing. Be prepared to pay, though.

I second the Beyond recommendation!

I have the Rig Jacket for a medium weight shell and the thing is top notch! Highly water resistant, windproof, durable and extremely breathable! Quiet moving about in the field with a fit that allows you to layer underneath with long underwear and a light insulating layer and it stills gives you great freedom of movement with a chest rig/PC and/or a backpack on!
