    Tell NJ that the state and all local law enforcement should lead by example and be the first to implement the 5 rd magazine limit. Those are the only ones that they can truly regulate.

    Cops don't have to abide by the 15 round limit now. They won't have to obay the 5 round limit either. Cops and politicians are also the only people in NJ who get carry permits.

    "This bill would reduce the maximum capacity in a legal ammunition magazine in New Jersey to five rounds."
    I suspect that on Page 6, the "[15] 5" is meant as an editing mark to show that the revision is from 15 to 5.

    So if they keep following the same logic then they should go to 1 round magazine limit to really stop criminals, then zero mag limit i.e. no magazine fed semi-automatic firearms. That should make NJ the safest state in the union.

    New York's in the Second Circuit, where the ruling occurred. New Jersey's in the 3rd. While someone might argue to the Court that the Circuit's neighbor to the North ruled a certain way for good cause (arbitrary, and doesn't account for guns with fixed internal magazines), it isn't binding on NJ.

    Most likely the line number of the text; i.e., line 15.

    The text lines are on the left margin (line 10 or 11 in this case), and are consistent throughout the rest of the document. Since the numbers coincide with the current capacity and the proposed legislation, I don’t think it’s a lost line number.

    As stated in my opening post, the following is cut from page 7 of the pdf file:
