Benelli M4 LE Model legal for civilian ownership?

I came across a website that is selling Benelli M4 LE models with the factory 7+1 mag tube and collapsible stock. Is it legal for a civilian to purchase/own one of these models?

Legal to own, yes. There is no law against owning non 922r compliant firearms.

They won't sell it to you unless it's 922r compliant or was imported and sold to an LE Agency.

So technically one could just purchase a compliant M4 and then add the factory 7+1 tube and collapsible stock without worrying about 922r non compliance?
