Quite often ATF visits the dealer during compliance inspections and from time to time provides incorrect or contradictory information that "they" insist is correct. I had a ATF inspector who had no idea what "pre may" dealer samples were and stated flat out if I ever retired my FFL / SOT I had to get rid of them AND I then had to pay a $200 tax stamp for every NFA item in my inventory that remained with me.
