though the $800 Scionics build sounds good as well

ultimately, get a top quality gun first. if it goes down... everything else is moot (optic, mag, sling, etc)

I would get a complete bcm. I like colt but you get more of the stuff that we already throw on anyways. BCM has a better than avg trigger, it has a comp, it's midlength, it has a great charging handle. The only thing I don't like on them is the buttstock. The colt combat unit carbine is nice. I would get one of those and add stuff to that.
