    Have I mentioned that by a strict read of ITAR and its "Deemed Export" (ES&D, Barry Buttf***!) language, it seems to say that if my girlfriend is visiting, I can't let her in the door if even so much as the BOX for my cheap crappy Bushnell TRS25 RDS isn't locked up in the safe?     Stupid question: can an FFL pin a muzzle device on one of the 14.5's to make it 16+" and no NFA stuff needed?

    I do not believe so, as it is the receiver that is registered. I received that info from an ATF agent years ago regarding shotguns.

    Ah! Didn't realize they were on paper as SBRs. I assumed since they belonged to an LEO department they didn't need to be registered.

    I believe they would have to have an FFL/SOT to receive them. Once they received them, I believe they can make the barrel longer than 16" and have them struck from the NFA SBR registry. Once that's done, they should be just a regular long gun.

    IIRC, LEA guns are registered on a different form with no tax. It's only us Filthy Kulaks that are subject to the onerous burdens of NFA, GCA etc....
