The lower is a standard M4A1.

I don't think the upper has any unique markings besides the barrel makers mark.

I saw a lot of Navy EOD guys carrying these in Iraq. Usually painted tan. The ones the SEALs carried were usually pretty dirty, I assume they were painted also.

militaryphotos.net has some hi-res photos of it.

The parts are pretty basic, a full auto lower with LMT SOPMOD buttstock, Dieter Sling plate, LMT 10.3 upper, LMT BUIS, KAC RAS, KAC SOPMOD supressor FH, usually Wilcox/PRI Aimpoint mount and Aimpoint Comp M2. I have seen Colt uppers, too. LMT is cheaper and generally more available.

As KevinB will tell you also, it's also NSW's new sniper rifle.

It is hard to see from the pic, but it looks like there is a TD BG on it.

It's a regular KAC vert grip and (I think) an A1 pistol grip.

When you make the picture larger you can make it out a little better it is a KAC forward grip, M16A1 Crane marked lower, Crane/LMT stock, CQD Deiter sling mount, LMT BUIS, Surefire light, KAC rail, M16A1 pistol grip, and an Aimpoint.

    What Aimpoint mount is that?

The seabee guys here have Vltor uppers with 10" barrel, very handy little thing. It almost felt like I was holding a lower reciever and buttstock to my shoulder.

Orrrrr, you can just put together something similar. This one has a LMT 10.5" upper, ACR stock, and LaRue rail, and redi-mod.
