I have a midlength 16'' barrel. Is it possible for someone to cut the barrel to 11.5'' thread it and re profile and drill for a gas block?

Depends on your barrel profile. I would not recommend it, personally!
Yeah... with all that work, why not just sell the barrel and buy an 11.5"?
On the middy - no. Having to plug and then install a new gas port will be tedious, and pricy.
For a carbine - if the price is right. That's what I'm doing for my 11.5"

How much could be cut off the end of a 16'' midlength without adjusting the gas port size and still function well?
If I had to guess, no shorter than 12.5" - and even at that it's much more liable to choke on cheaper/import/training ammunition.

12.5" middy has been reported to not have enough dwell time to be reliable.
I was assuming carbine length gas - shortest for a middy seems to be 14.5". Could maybe run 13.7"/KX3 with an opened up gas port, but why?
