I have one on an M-4 and I love it, although there are a few drawbacks...
Pros:
1) It's a Leupold.
2) VERY accurate.
3) Rock solid mounting system.
4) As you stated, 1x3 power magnification... Good for CQB plus enough magnification to engage relatively distant targets.
5) Etched reticle, so scope can be used even with a dead battery.
6) Night vision compatible.
7) Built in rails (I mounted an Aimshot green laser right to the optic, beside working great in that position, it looks bad-ass).
8) Uses a standard AA battery for power (you can get them almost anywhere... Try finding a CR-123 at your 7-11 store at three in the morning).
Cons:
1) Illuminated reticle "washes out" in even faint sunlight (reticle is etched, so illumination isn't needed in sunlight).
2) Short battery life.
3) Small objective lens doesn't let in much light.
4) Long scope body limits field of view for CQB, even with no magnification.
5) Weight (17+ ounces).
Even with the drawbacks I'm extremely happy with the optic, and would definitely recommend it.
