That is self clinging camo tape from McNett.

Is it used strictly for camo/breaking up the lines of the gun or does it serve other purposes?

Dunno about around the optic, but on the handguard I could see it providing some helpful cushion for those cheese-grater rails.

I've only ever used it to secure wires from tape switches and to wrap radio antennas with. A few guys I used to shoot with would wrap their handguards with it as a reference point, but I personally like the feel of a quad rail so I haven't tried it like that.

I just took my rail covers off because I missed the quad feel. Plus it looks sexier now without the covers.
