Many years ago I worked in a couple of state agencies (Employment and Labor) as an analyst/programmer for the benefit payment systems. We paid out not only injured worker or unemployment checks but medical and disability pension checks. Beneficiaries know to the minute when that deposit or check is supposed to be delivered. If there is a glitch and payments are delayed even one hour the agency is flooded with irate calls. I would not want to imagine the panic and anger that would results if payments were delayed a week or more. Serious rioting. I'm sure SSA and welfare claimants are similar.
