SBR tax fee

Maybe I'm just stuck on stupid.

Here's the question after reading the NFA handbook.

SBR's are a $200 tax ? But, if your dealer has one he can sell it to you and transfer it for $5 ?

If this is stupid is as stupid does, by all means I can take a slapping.
