Here's a competition for all you M4 guru's.....
I'm buying my wife a new car very soon. I want an M4 by Christmas. But, I'm poor. So, I decided I'm going to have to build my M4. I'm pretty new to the M4 community and money is tight so here is the game.
Put together an M4 that is inexpensive but, good quality. List parts and prices. After the posts are in, everyone can vote for the best package. The winner will be crowned "Mr. M4 of the Year" as voted by your peers. I will also try to build the winning package and post pics. Hopefully, by Christmas.
Guidelines:
The cheaper the better without sacrificing too much quality.
Don't include optics. I'll add those when I can afford it.
Have fun.
Remember, this is going to help me out. Think of it as your good deed for the week. And you could be "Mr. M4 of the Year" due to your efforts. It's win-win.

Here is kind of a Road Map to about the cheapest way to get what you want...
...just make sure you are on Barnett and stay off of Rosecrans

Dollar for dollar it is hard to beat the Stag Arms package deal with the #40 BUIS. (upper group, bolt group, #40)

I pick up stuff from the junior guys all of the time, mostly I hold it for a month and let them buy it back dollar for dollar once they get things taken care of -- but a lot of the time, I end up with some pretty nice deals.

Unless you already have the necessary tools, I don't believe you're going to save any money "building" your own.
I agree with Paul that the complete Stag guns are a great value, but you will not get 1/7" twist, M4 feed ramps a magnetic-particle-inspected (MPI) bolt, and you (likely) may not get well-staked carrier key screws.
If by "quality" you mean "reliable" and close to MIL-spec, here's what I'd propose:
Complete Stag lower with M4 stock. $235 delivered from Kiser Munitions
BCM 16" complete upper (M4 or Mid-Length). $419 from Bravo Company USA
LMT bolt carrier group (BCG). $130 from Bravo Company
Handguards. $19.95 from Bravo Company
End Plate Sling Mount. $11.95 from Bravo Company
LaRue Tactical LT-103 Rear BUIS. $89 from LaRue
The Wilderness Single-Point® Sling. $25 from The Wilderness
This combo will cost you $930 plus shipping and FFL transfer fees. You may be able to save a bit on shipping if you shop around and find a dealer that has a larger combination of some of the components or wil ship gratis. This is more than what you will pay for other combinations, but I personally think the difference is cheap life insurance. Of course if this is just a for-fun gun, then buy whatever looks tacticool.
If you can't wait for the BCM upper, you'll have to get the LMT 16" M4 upper, which runs $485.
ETA: Kiser offers an upgrade to an "H" buffer for $15 (worthwhile IMO).

Grant may have the BCM upper in. PM him or call him. I love mine.
The only weakness my AR has had is the carrier key. I think the screw was defective or over-torqued or both. After a few hundred rounds the head snapped off but with such a good staking job I couldn't tell. It has caused me a host of problems which should be fixed now thanks to gotM4.

Go to aimsurplus and buy a full brand new Bushmaster for less than $900.
Or a local gunshow-be patient.
I saw plenty this last weekend starting at $600(DPMS upper-Stag lower) and mid $600's. Buy one, satisfy your craving, and if you want a better one later you will always be able to get your money back. With the Dems in office you can bet ARs are NOT going to get cheaper.

M4s are alot like Hookers, if you go with a cheap one, dont be surprised if you end up with Drippy Dick
Or you get a Moose Cock award and have to borrow a gun from some well known Carbine Master to complete day one of the course.

Good luck on your quest! There is a wealth of info on this site and I'm learning more all the time as I'm new to the AR world and this great site.
You can do what I did and begged, pleaded and wined a little to the wife and then we both went to the gun shop and she let me go crazy. Out we walked with a Bushmaster M4A3 along with a Yugo full stock AK47 and a sweet Ruger P345 45 acp with assorted ammo and things.
This being my first AR and having just around 500 rounds down range without a problem, I'm happy so far. Now that I'm learning more and the sweet wife enjoys firearms, she's buying a few extra things for Christmas and I'm begging for the Lowers and uppers and parts.............
Love the road map they gave you.......The wife is a former Marine and I'm former Navy. She did boot at Paris Island and I did mine at San Diego, which is also my former home town. I escaped to the free State of Arizona in 95 and they can have the PRC as far as I'm concerned.
Love this site and good luck again on your quest.

P.S. I promised the sweet wife that she can have whatever she wanted as long as I get to enjoy my hobby and she's the one that wanted me to find a hobby as we both are disabled vets. She enjoys custom embroidery and I let her get a commercial embroidery machine a while back.....so now it's my turn

You must be right, all a Marine has to do is qualify with an 18 year old M16A2, that has never been rebarreled, at 500yds on a windy day with iron sights and 62gr ammo made by the lowest bidder.

Sure your hills go up, ours go down into the swamps.
But did you ever do circuits up and down Mount "M-F" on Vieques Island during Blue Green Workups for your MEUSOC Certifications?

PS. I just noticed your MOS, Anglico? Ooh Rah!
