picked up a broken sheel extractor yesterday

I've never seen a casing get stuck and the back ripped off but what is the proper use of this item should I ever need to use it

If the shell extractor doesn't work for you another method is available.I've never had much luck with shell extractors and use the CERROSAFE method exclusively now.I use a piece of 5mm drill rod to punch out the chamber casting and offending brass case.
