Which would YOU get?
What's your definition of a lot of shooting? What's the availability of 5.45 like near you? You can get 1,080 rounds of 5.45x39 Russian Steel ammo for $160 and 1,000 rounds of .22LR for $40 (or cheaper.)
P.S.
Both rounds are extremely dirty and will not feed 100% reliably. You'll have to take a garden hose to either one to get it clean if you shoot a lot.
223 and a reloading press...
I wouldn't mind having a decent 22 upper around though....

I have a dedicated .22lr upper that hasnt seen much use since I started reloading .223
both...use the 22lr to have plinking fun and the 5.56 for more serious applications...that's what i do.
My bud has a dedicated 22lr upper and its always fun to shoot. As already stated ammo is extremely cheap for it and depending on where you live there may be a lot of places you can shoot it. Most of the indoor ranges near me allow 22lr but not 5.45. So for me, convenience wise I personally like 22lr over 5.45.
We bought a S&W 15-22 for our PD, it works well but it's too light. I bought a CMMG upper for myself and it's weight and handling uncharacteristics are very close to my full size guns. It feels like a real gun. The 15-22 feels like a toy. A very cool toy but a toy.

The dedicated upper and the 15-22 cost about the same.
