Form 5320 question

I am about to move and need to submit a 5320.20 to the ATF. My question is where it ask for the manufacture is that me or the original manufacture? I got a CLEO signature so there is no trust, if that matters. Thanks, I came up empty on my searches

Your put down the manufacturer who machined the lower i.e. BCM.
Example: I have a manufactured rifle by BCM, I "made" it an SBR on an approved tax stamp paid Form 1. I was the SBRs maker but not manufacturer.

I believe it's the same Manufacturer that is mentioned in Section 4.a. in either Form 1 or Form 4.
