Loose handguard cap?

I just got the upper for my 10.3" SBR. As you can see from the picture, the handguard cap is loose. I have not taken the handguards off of my other AR's, but I think the caps are all fixed to the front sight. Is this normal? It rattles which is kind of annoying.
