I'm buying a USP Compact in 9mm, and want to stock up on mags. On the CDNN website, they have most HK mags at $39, but some at $9, but they say they are all "HK factory"...what is the deal with the cheap ones?

10 rounders vs full capacity. In case you didn't know, if you buy a full capacity HK mag from CDNN, they include a 10 round one for "free."

Are they all made to the same standards though?

Some 10 rounders have weak springs that will stop locking the slide back after a while. A couple of mine do. It's not the end of the world, and if it does happen you can always buy stronger springs from Wolff. I haven't bothered. Apart from that I haven't had any problems, I have 6 10 round mags. My 12 round mags have never had a problem at all. This may only apply to .45 full size USP mags, I don't have experience with USPs of other varieties.

Once in a while some really great deals happen at CDNN.

I bought 5 NIW HKUSP45C mags for $19.99 each a couple of years ago.
