What is the shortest length a muzzle device can be on a 14.5" barrel to meet the minimum requirement?

Since you are trying to get it to 16 inches to avoid a NFA tax stamp then it would need to be at least a 1.5 inches.

Also do not forget to account for threaded overlap.

The one on my pinned 14.5" bushmaster is 2.5" long. Factory rifle.

Not saying it's right or wrong, just that's what it is. I just measured it.

From bolt face to end of muzzle device= has to be at least 16". Most manufacturers will make it so it is 16.1"+ or so to account for different barrels/threads.

Threads are usually 0.625", so you're looking at 16 - (14.5" + 0.625") = ~2.125". The shims/crush washer will put you a tad over 16".
