does it have to ship from an FFL to an FFL?

I'm getting mixed reports.....

I have a CMMG complete lower. I bought it for $279 the other day at the local shop. Figured if they had one for not an outrageous price I'd grab it just in case.

I am contemplating another 6.8 upper and on the other hand I can sell it and put that money towards ammo or whatever.

Unless you bought it to flip and make a profit I'd keep it.

Some FFLs require another FFL to ship to them. It's up to the license holder. Either your buyer needs to have (or find) a local FFL that accepts shipments from non license holders, or you have to ship from your local FFL.
