Is the reason it takes so long to get a stamp a lack of manpower by the NFA or process? If it is process it seems like getting your 2nd, 3rd, 4th, exc stamps should be much quicker since you have previously been approved.

They are probably backlogged. I believe it was stated that there are only a handful to process applications for the whole US. Also, they probably have to redo the whole process every time because they don't know what you have done since the last time you were approved.

This is a pointless post. Think about all the factors that can impact the speed. Here's a hint: Pre-Obama the average time was just around 90 days. Now it is at least double.
